Participatory and Rights-Based School Improvement Plan (SIP)

ActionAid Cambodia (AAC), in partnership with other 9 different local organizations in 5 provinces, is implementing its education programme to ensure children in the target areas can access to quality education. To reach this milestone, AAC and its partners are working on Promoting Rights in School (PRS) as it is a tool to enable the quality education accessibility. PRS identifies 10 key rights, derived from international human rights treaties or conventions, and a participatory methodology for communities engaging to realize these rights at local or national levels.

One of AAC’s partners, Community Translation Organization (CTO) is currently working with communities to secure these rights in Oddar Meanchey province. Thanks to CTO’s work, children, community members and other relevant stakeholders are now more aware of PRS than ever. A research team has been formed and trained to conduct PRS surveys at school level in a participatory way. The key findings will be utilized to develop a rights-based School Improvement Plan (SIP).

On August 22nd, 2017, AAC and CTO trained research team members, including 2 women, on how to effectively develop a rights-based SIP for five target schools in Oddar Meanchey province. Those skills were put into practice the next day at Chhoeu Slap Primary School where two research team members facilitated and created their SIP while the rest learned during this process. The SIP will be circulated to inform the school’s annual development plan, and the commune investment plan, and it will help the school support committee raise additional funds.

 

The research team reported that this process is great for their communities because it addresses the root causes of education issues. Importantly, it calls upon duty bearers and the community to change schools for the better.
